STEP ONE Open your picture, crop your base, resize it to 100x100 and sharpen it once
STEP TWO Layer -> New Adjustment Layers -> Selective Color
Reds: -100 / 100 / 100 / 100
Greens: -100 / -100 / -100 / -100
Neutrals: -50 / 0 / 15 / 5
Set to Absolute, then press OK.
STEP THREE use this texure by
_anty, set it to Screen and erase the parts where the texture covers BehemothSTEP FOUR Select the image (STRG+A), copy merged (STRG+CTRL+C) and paste it on top of all layer.
STEP FIVE Then Filter -> Blur -> Radial Blur. Set to Amount: 70, Method: Spin, Quality: Best.
STEP SIX Choose a 100px eraser and erase the middle of the spinblur, then set the spinblur layer to Overlay.
STEP SEVEN Add your text. I used "like a phoenix" in violation, 12pt and set the opacity to 50%.
